There are many boulders on the vast northern plains of Mars, but they form in different ways. Here it appears that depositional layers, perhaps sediments, became hardened and fractured. Erosion of this layer produced tabular boulders, with flat tops and bottoms and generally rectangular or polygonal shapes.
